Member Bylaws

Hi-Mar Club By-Laws may be amended by a two thirds vote of the members in good standing, as defined in Article VII.  A draft version that contains pending amendment(s) to the By-Laws must be distributed by the President to the entire membership at a meeting and/or via email.  

Once an assigned deadline passes for all final comments, additions and/or deletions, a vote to adopt is called for by the President.  If approved by two thirds vote, as noted above, the new By-Laws will be adopted, dated and presented to the members at the next meeting.


The 2016 By-Laws of the Hi-Mar Striper Club, as approved by a 2/3 majority vote of the members in good standing on May 19, 2016, will replace and supersede all prior By-Laws of the Club.




This organization shall be known as the HI-Mar Striper Club Inc. (“the Club”)



The objectives for which this club was formed are as follows:

  1. To educate, preserve and promote the interests of Striped Bass fishing.
    2. To encourage the conservation of all inshore and offshore species.
  2. To instruct and encourage all in the sport of rod and reel angling.
  3. To establish comradery among its membership and community.
  4. To protect and defend the environment and resources of our country.




The Executive Officers shall consist of the following: President, Vice President, Secretary, and Treasurer and shall also serve on the Board of Directors.


Duties of the President: Shall be the Chief Officer of the club and shall preside over all regular meetings of the club, co-ordinate activities of the other officers and oversee the organizational aspects for club functions.   In addition, as well as handling matters of public relations, the President can appoint special officers and a committee to represent the club as need dictates.


Duties of the Vice President: Shall, in the absence of the President, act as and have all the powers of the President in the conduct of the affairs of the club, and shall have such other powers and duties as may be assigned by the President. If the position of President becomes vacant, the Vice President shall assume the position of President for the remainder of the President’s term and one of the Board of Directors shall be appointed to act as Vice President for the remainder of that term.


Duties of the Secretary:  Shall keep the minutes of the membership meetings, as well as Board of Director meetings, submit minutes monthly to members, as well as any relative newsletters and/or other such duties as may be assigned by the President.


Duties of the Treasurer:   Shall be responsible for compiling, recording and reconciling club finances including but not limited to dues, committees, fund-raising and funds disbursement. The Treasurer shall be responsible for keeping accurate records, as well as any tax related issues.  The Treasurer shall report at every monthly meeting, either verbally or in writing, the current financial position of the Hi-Mar Club.


Board of Directors: Shall consist of five (5) elected members along with the four (4) Executive Officers of the club. They shall act upon proposals and recommendations to the By-Laws made by the membership, shall be responsible for the management of club affairs, assure and enforce that the By-Laws of the club are adhered to and that the goals and tenets of the club are executed as outlined in Article II – OBJECTIVES.

Alternate BoD position: This position will be a “non-voting” position and will be called upon to serve in the event of a vacancy either by an officer or board member during the two year term.  The “alternate” BoD position is a volunteer position and the alternate BoD member will need approval by the majority vote of the Board of Directors.   The alternate BoD member will be required to attend all board meetings and will contribute on matters being proposed for the good of the club.

Each Director present at a meeting of the Board shall have one vote on each matter to be decided. A quorum of 7 at a Board of Directors meeting shall be required and the vote process shall consist of a simple majority. An annual budget, approved by the Board, will be submitted by the Treasurer to the membership for their approval at the second club meeting of the calendar year. Approval of the budget by the Board of Directors will be by a simple majority vote of those present at the meeting.


Eligibility for Executive Office: To become eligible for election to office, a member in good standing must have attended at least eight (8) member meetings in the 12 months prior to the nomination process and/or served on at least one or more Hi-Mar committees.


Nomination and Election of Executive Officers and Board of Directors: Nomination of Executive Officers and Board of Directors shall be held at the November meeting. The Election of Officers and Board of Directors shall take place at the December meeting.  A quorum of 7 members and 1 Executive Officer must be present at the November and December meetings for the nomination and election of officers to take place.

The term of office for Executive Officers and Directors is two (2) years beginning with the January meeting and extending 24 months ending in December of the following year.  The Board of Directors may, at its discretion, choose an alternate method of communication with the membership for this process should either or both of these meetings be cancelled and/or a quorum not be available.  Board of Director’s meetings may be held as needed, with a minimum of two meetings required each year.


The President shall oversee the appointment of Chairpersons of Hi-Mar Club Committees, Events and Activities.  Should no member volunteer to assist in the running of a particular event, the President at his discretion shall appoint members as needed.  All members should strive to participate in one Hi-Mar Club event, fishing tournament and/or other Club function during the course of the year. The President shall instruct the Chairperson as to their duty(s) and oversee the general execution of their assigned responsibility(s).  



Application for membership shall be made via the Hi-Mar membership application form and presented to the Membership Committee Chair or an Officer of the Club.  At a regular Club meeting, new applicants must be approved by a majority of the members present and upon approval membership dues will be collected by the Treasurer.   Hi-Mar Club members are encouraged to invite guests to attend regular Club meetings and/or Club events as visitors and potential new members.



All Hi-Mar members shall conduct themselves as responsible representatives of the Hi-Mar Striper Club at all times. This tenet includes the practice of good sportsmanship as well as adherence to all State and Federal Fish and Wildlife regulations and requirements.  All members are encouraged to volunteer and participate in as many Club events as possible.   



Membership dues are established for the upcoming year as part of the annual budgeting process, to be approved by the Board of Directors and a financial statement for the upcoming year shall be presented by the Treasurer to the membership at the second meeting of the year.  Membership dues are required to help maintain the regular functions of the Club, including meetings, activities and events.  



Members in Good Standing: In order for a member to be classified as “in Good Standing”, their Annual Membership dues MUST be paid no later than the February meeting.  Any member not in compliance by the March meeting will not be allowed to vote or attend Club functions until such time as the dues are paid.  Delinquent members will be notified by the Treasurer and sent a formal notice of the amount due by mail and/or email.


Should an exceptional condition dictate, a member may approach the Treasurer to make arrangements to pay past due amounts in a reasonable manner.


Members of the Hi-Mar Striper Club are eligible and encouraged to compete in the Club’s Annual Intra-Club Tournament for heaviest fish. Eligible species are: Striped Bass, Blackfish, Sea Bass, Bluefish, Fluke, Flounder, Weakfish, Cod, False Albacore, and Bonito.  To be eligible, weigh slips must be presented to an Officer of the club from a recognized Bait & Tackle shop.  All entries are due no later than the first meeting following the month the fish was caught, weighed and/or tagged (see below). 


An Intra-Club Tag & Release competition for the most and largest fish tagged by species will also be a part of this Club tournament.  American Society Littoral tags for released fish must be submitted to the Chair of the Tag & Release Committee or to an Officer of the Club along with a copy of required documentation.


At the Annual Awards Ceremony the Hi-Mar Club members with the largest fish and tagging efforts by species will be recognized based on their validated submissions.



All regular meetings of the Hi-Mar Striper Club shall be held on the first Tuesday of each month, starting at 7:30pm except when notified of any changes by phone, text or e-mail.


Amendments to the By-Laws of the Hi-Mar Striper Club, once having been presented by the Board of Directors to all members in good standing and voted on as outlined in the Preamble, shall take effect at the next member meeting.   Any comments and/or objections by members in good standing, to the proposed amendment(s) must be submitted in writing to the Board of Directors for consideration and, if acceptable, will be distributed to the entire membership via email for discussion at the next member meeting.



Donations to sponsor and encourage educational events and/or to support conservation awareness to promote an improved fishery cannot exceed the allocation amount(s) as outlined in the Annual Budget.  Any exceptional circumstance that occurs subsequent to the presentation of the Budget may be presented as a motion to the membership and voted on by a simple majority of those present at that meeting.



Sports Person(s) of the Year shall be determined by the President for each calendar year.  This award presented at the Annual Awards Ceremony will be given to the member(s) for his or her contributions to the betterment and advancement of the goals and tenets of the Hi-Mar Striper Club.  This award need not be presented each year and is limited to members in good standing of the HI-Mar Striper Club.
